The problem of the economic prestidigitators is that they really succeed - to the gain of
a few and in detriment to many - in transforming lead into gold and vice versa.The
Brazilian Ministry of Finance has just re-established ( end of June, 1997) logic by
declaring that huge surpluses in the balance of trade were not positive for the Brazilian
economy because they represented transfer of wealth and capital to foreign countries. |

greenhouse gas emissions in a very fundamental manner.
The United Nations Framework Convention on Climate Change stands out among the
international instruments that aim at meeting the challenges of global environmental
problems.
Brazil, by means has proposed elements for the Protocol being negotiated for signing in
Kyoto, Japan, at the Third Conference of the Parties to the Convention, which will take
place next December.
The Brazilian initiative is seeking to contribute towards the correct formulation and
solution of problems that arise from the conciliation of social and economic development
with the circumstances that lead to global environmental problems, in an equitable way for
all countries. |
